The list of literary sources used is drawn up in accordance with GOST R 7.0.5-2008. In the text of articles, preference should be given to references to publications of the last 10 years, paying special attention to sources in foreign publishers indexed in international citation and analytical databases Web of Science/ Scopus, etc. The list of references is compiled in the order of mention in the text. The ordinal number of the source in the text (link) is enclosed in square brackets. The text of the article should contain references to all sources from the list of references. The share of links to foreign sources should be at least 30% of the total number of links. If an article (publication) has a DOI, it must be indicated in the bibliographic description of the source.

The first list – Russian Russian is the list of references: it contains all sources in the source language, i.e. Russians in Russian, and foreign sources in a foreign language.

The scheme of forming a source in the "Russian" list: Author, I. O. Title of the article / I. O. Author, I. O. Other. – DOI ... // Title of the journal or conference. – 2024. – No. 1. – pp. 3-6. – URL: ... (either DOI or URL)

The second list – References – is "English-speaking": all the same sources are "translated" into English, that is, foreign sources remain in the original language as they were, and Russian sources are first transliterated, followed (in the same line) with an English translation.

Transliteration is selected according to GOST 7.79-2000.

The source formation scheme in the "English-language" list: Author, N. N. Nazvanie stat'i [The title of the article] / N. N. Author // Nazvanie zhurnala [The name of the magazine]. – 2024. – Vol. 1, Iss. 1. – P. 3–6. – URL: ...

The names of foreign journals and conference collections must be written in full, for example: instead of Sol. En. we write Solar Energy; instead of E3S, we write E3S Web of Conferences : Ural Environmental Science Forum "Sustainable Development of Industrial Region" (UESF-2021).

A mandatory criterion for a review article is the use of a large number of sources (20-50) (8-15 sources are sufficient for a thematic article), without taking into account references to regulatory documents (GOST, SNiP, SP), Internet resources (Internet sites that are not periodicals), reports, as well as sources that are not in the catalogs of leading Russian libraries-depositories (GPSTB, RNB, RSL), archives, etc. It is not recommended to refer to Internet resources that do not contain scientific information, educational and methodological manuals. The share of links to your own work should not exceed 30% of the total number of links.

The order of publication of articles

Submitting an application

To apply, you must register on the journal's website and apply for publication through your Personal Account.

The application must meet the requirements for the design of the articles.

Instructions for registering and filling out a profile: look at Rutube.

Application instructions: look at Rutube.

In the "Files" section, if necessary, you can place image files, reviews, and other materials. If you have any questions about working with the system, you can contact customer support: the icon in the lower-right corner of the screen.

Receiving an application

Upon receipt of the application, the editor-in-chief or deputy The editor-in-chief of the journal determines the article's compliance with the journal's profile and design requirements. Materials that do not meet these conditions are returned to the authors, indicating the reasons for refusing to accept the manuscripts. Materials meeting these conditions are sent for review primarily to members of the editorial board of the journal.

Reviewing

The decision on publication is made by the editorial board of the journal on the basis of reviews containing expert assessments of reviewers, taking into account the correspondence of the submitted materials to the thematic focus of the scientific journal, their scientific significance and relevance. In some cases, by decision of the editorial board of the journal, the decision on publication is made at a meeting of the editorial board of the journal.

Based on the results of the review, the article may be:

a) rejected

In case of refusal to publish the article, the editorial board sends the author a reasoned refusal.

They are not allowed to be published: articles that are not designed in accordance with the requirements of the editorial board, the authors of which refuse to technically refine the articles; articles whose authors do not comply with the constructive comments of the reviewer or do not reasonably refute them.

In case of disagreement with the reviewer's opinion, the author of the article has the right to provide a reasoned response to the editorial board of the journal. By the decision of the editorial board, the article may be sent for re-review to another specialist.

In case of two negative reviews, the author is sent a reasoned refusal to publish the work, certified by the editor-in-chief or his deputy.

b) sent to the author for revision

An article accepted for publication but in need of revision is sent to the authors with comments from the reviewer and the editor. The authors must make all necessary corrections to the final version of the manuscript and return the corrected text to the editorial office. After revision, the article is re-reviewed by the same reviewer who made the critical comments, and the editorial board decides on the possibility of publication. Articles sent to the authors for correction must be returned to the editorial office no later than 7 calendar days after receipt. Returning the article at a later date changes the publication date.

c) accepted for publication

The presence of a positive review is not a sufficient reason for the publication of the article. The final decision on the acceptance of the author's article and its placement in one of the issues of the scientific journal is made at a meeting of the editorial board of the journal.

Conclusion of an agreement

After the article is accepted for publication, the author enters into an agreement with the publisher. In the Personal Account, the author specifies the passport data, after which he receives the contract in his Personal Account and the corresponding email. The author downloads the contract from his Personal Account, prints it out, signs it (if there are co-authors, he also signs it with the co-authors) and sends it by mail to the publisher at the address: 127214, Moscow, Polyarnaya str., 31B, p. 1, RIOR Publishing Center, Construction production magazine. Or scans the signed contract and attaches it as a file to the application in your Personal Account.

Publication

After the publication of the journal issue, the article receives a DOI number, as well as information about it is transmitted to the RSCI.

1. All scientific articles submitted to the editorial board of the journal are subject to mandatory peer review. The publication reviews all materials submitted to the editorial office that correspond to its subject matter, with a view to their expert assessment. All reviewers are recognized experts on the subject of peer-reviewed materials and have published on the subject of the reviewed article over the past 3 years.

2. The executive Secretary determines the compliance of the article with the design requirements and sends the article for the first review to the editor-in-chief or his deputy. Then - for review by members of the editorial board or external reviewers - specialists (doctors of sciences with the closest scientific specialization to the topic of the article).

3. Reviewers are notified that the submitted manuscripts are the property of the authors and contain information that is not subject to disclosure. The review is conducted confidentially.

4. The terms of review are determined in each individual case by the executive secretary, taking into account the creation of conditions for the most expeditious publication of the article.

5. The editorial board of the publication sends the authors of the submitted materials copies of the reviews or a reasoned refusal, and also undertakes to send copies of the reviews to the Ministry of Education and Science of the Russian Federation upon receipt of a corresponding request to the editorial board of the publication.  A review indicating the author of the review can be provided at the request of the expert councils in the Higher Attestation Commission.

6. The review highlights the following issues:

• matching the content of the article to its title;

• assessment of the relevance of the article content;

• assessment of the form of submission of the material and its accessibility;

• what exactly are the advantages and disadvantages of the article, what corrections and additions should be made by the author;

• the expediency of publishing the article.

Recommendations based on the review results

1. In the final part of the review, based on the analysis of the article, the reviewer's clear conclusions should be given either about the publication of the article as presented, or about the need for revision (revision) of the article based on the reviewer's comments.

2. If the review contains recommendations for correcting and finalizing the article, the editorial board sends the reviewer's comments to the author with a proposal either to take them into account when finalizing the article, or to refute them with arguments. The article revised by the author is re-sent for review.

3. If the article is not recommended for publication by the reviewer, the text of the negative opinion is sent to the author. In case of a reasoned disagreement between the author and the reviewer's opinion, the author of the article may contact the editorial office with a request to send his article for review to another specialist. In such a situation, the editorial board of the journal either sends the article for repeated (additional) review, or provides the author with a reasoned refusal to publish. The final decision on this issue is made by the editor-in-chief (or his deputy), who has the right to publish the article as a discussion paper.

4. The presence of a positive review is not a sufficient reason for the publication of the article. The final decision on the appropriateness and timing of publication after reviewing is made by the editor-in-chief or his deputy.

5. The editorial board of the journal does not keep articles that are not accepted for publication. All articles received by the editorial board are not returned to the author.

The editorial staff strictly adheres to the norms and rules of international publication ethics.

The payment covers the provision of online tools for editors and authors, editorial and publishing preparation and hosting of publications, data exchange with scientometric and bibliographic services, checking for text borrowings and indexing, as well as technical support and customer service.

The journal does not charge fees for rejected articles or for submitting an application for publication. The payment does not depend on the number of co-authors.

Payment for the processing of the article is made after the Author receives notification of acceptance of the article and approval of the layout of the article.

The article processing fee is 19,900 rubles.

In some cases, the editor-in-chief decides to grant benefits to authors who have made a significant contribution to the development of science and the journal.

In exceptional cases, if the length of the article exceeds 60,000 characters with spaces, the publisher may offer you to pay additional costs for processing the article.

All publications are assigned a DOI identifier with the transfer of an expanded amount of metadata to the Crossref agency.

Metadata about the publication is transmitted to the RSCI immediately after publication.

• matching the content of the article to its title;

• assessment of the relevance of the article content;

• assessment of the form of submission of the material and its accessibility;

• what exactly are the advantages and disadvantages of the article, what corrections and additions should be made by the author;
